On November 1, 2016, the Kyrgyz Government announced new regulations requiring ALL foreigners present in the Kyrgyz Republic for more than five days to register with their district State Registration Service Office (Passport Desk).These new regulations come into force on November 4, 2016. On December 19, 2016, Kyrgyz authorities announced changes to this law that would now allow citizens from 92 countries to stay in the Kyrgyz Republic for varying time periods up to 90 days without registering. Citizens of the United States may stay up to 60 days without registering. This new law went into effect on December 19, 2016.
The current fee for registration is 120 Kyrgyz som and will be valid for the duration of one’s Kyrgyz visa. However, this fee is subject to change at any time. Failure to register will result in fines of 10,000 Kyrgyz som and delays in departing Kyrgyzstan. Fines CANNOT be paid at land border crossings but can be paid at the militia station in the airport. However, this process may be time consuming and lead to travel delays. Travelers who know they have overstayed the 60-day registration period should pay the fine and receive the registration stamp PRIOR to their arrival at the airport. Fines should be paid at designated banks and have the receipt certified by the local State Registration Passport Desk. Please note that the U.S. Embassy cannot intervene on behalf of U.S. citizens who fail to follow registration procedures or expedite the fine payment procedure..
If you have not already registered and are required to do so, the U.S. Embassy urges you to register as soon as possible to avoid any difficulties when you next depart from Kyrgyzstan.
The registration process requires that travelers:
- Fill out a registration form which is available at all of the State Registration Service Passport Desk locations.
- Present original U.S. passport with your entry stamp to the Kyrgyz Republic. Passports must be valid for at least 6 months and have to empty visa pages available.
- Provide a copy of your U.S. passport.
- If you are renting an apartment or house, you must appear at the Passport Desk with your landlord. The landlord must present their original passport, proof of property ownership, and a statement saying that they agree to your residency at his/her property.
