Objective:
The Green Diplomacy Initiative (GDI) Team of U.S Embassy Bishkek would like to engage in a recycling partnership with waste recycling parties who will collect used lubricants, plastics, e-waste, cardboard, and other recyclable waste.
Part I: General Information
Background:
U.S Embassy Bishkek produces a highly variable amount of recyclable waste including cardboard, paper products, used lubricants, glass, metal, e-waste and batteries. Cardboard products can range from 3m3-15m3 depending on activities. Glass, metal, paper and other products are highly variable. Used lubricants consist of motor oil, transmission oil, and other machine oils. The U.S Embassy has limited space to store recyclable products and cannot hold recycling for more than a week. The U.S Embassy does not have the space or capabilities to sort glass and plastic by type or color. Pickup locations will be the U.S Embassy parking lot and Embassy Service Entrance.
Work requirements:
The interested party will collect the recyclable products from the U.S Embassy on a pre- determined schedule and write a cheque to the U.S Embassy monthly based on the amount of goods collected. It is the responsibility of the offeror to provide covered holding containers and maintain them in serviceable condition. All labor and transport should be provided by the offeror. Items to be collected and recycled include any or all the following:
- Used Lubricants
- Plastics
- Glass
- Batteries
- Cardboard and paper products
- Metal including aluminum and steel
- E-waste including printer cartridges

Deliverables
The offeror will pick up all recyclable materials once per week and be on call with 24 hours’ notice to pick up additional quantities. The offeror will leave the site clean and swept. The offeror will write a check to the U.S Embassy monthly based on the funds received from the sale of the recyclable goods.
Part III Supporting Information
Security
The offeror must be willing to submit to security checks of personnel and vehicles while on the Embassy grounds.

Period of Performance:
The initial engagement is valid for a period of (12) twelve months renewable yearly at the option of both parties. U.S. Embassy Bishkek reserves the right to pause or cancel the agreement for any reason.
Point of Contact
The offeror must provide the U.S Embassy a contact person (POC) for arranging pickup of materials. This POC must be available via email and phone during regular business hours.
Special Considerations
Pickup times will be determined by the Embassy. Partners should plan for a weekly pickup during regular business hours 08:30-16:00 Monday- Friday. Partners should also be available for on call pickups with 24 hours’ notice.
The U.S Embassy Bishkek offers no guarantees as to the quantity of recycling available at a given time. Due to the highly variable nature of our recycling and waste production it is impossible to note exact quantities of recyclables.
Once items are accepted by the recycling partner, they become property of the recycling partner and cannot be returned to U.S Embassy Bishkek. Disposal or recycling is the sole responsibility of the offeror.
The offeror must be willing to sign a Memorandum of Understanding with the U.S Embassy Bishkek based on the details listed in this offer.
Evaluation criteria:
- The offeror must have the capacity to collect and handle the waste as per the law of the land. Provide proof with your proposal packet.
- The offeror must be registered/licensed under the local authority to handle waste of the applicable category. Please attach copies of licenses as proof.
- The offeror must be willing to provide proof of recycling and be open to inspections by the U.S Embassy to ensure that products are being appropriately recycled.
- Offerors are encouraged to submit proof of past recycling performance and references of other buildings of similar size that they have serviced.
- The selection will be based on the most beneficial and technically acceptable offer.
- The U.S Embassy Bishkek may select multiple offers depending on the type of wastewhich must be recycled. Preference will be given to recycling partners that can recycle all the listed materials and maintain a regular schedule of pickups while meeting the rest of the evaluation criteria.
